Empress Joliet was owned by Jack Binion who sold it to Argosy because Illinois Gaming Deptartment wouldn't give him a license. Empress Joliet opened in 1992.

Gaming is spread onto two casino boats - Empress I and Empress II, they are attached by walkways and are both attached to the dock. There are plans to build a large casino barge in the next few years.
